^ mmhm okay, maybe I heard wrong. I thought because the text was hidden through CSS (it still loaded the CSS), it couldn't 'speak' the site title.

A lot of sites do use image replacement for h1, so that it contains the logo... but of course that leaves the problem that if a user is browsing with images disabled and CSS still on, they won't be able to see the heading.

Yeah, but that's fixed easily enough: stick the title in a span inside the h1 with a logo and make it invisible.

But if you make the span invisible and I'm still browsing with CSS enabled but images disabled, I wouldn't see the title regardless, right?

^ no you wouldn't. But this practice is for SEO sake, and search engines don't take CSS into account.
Besides, even if you decided to browse with images disabled and CSS enable you can still look at the status window. There's nothing stopping you from specifying a relevant document title.
